Neighborhood Councils Oppose Cuts to Rollover Funds The city councils Education and Neighborhoods Committee proposed taking 1.6 million dollars from the Neighborhood Council rollover fund. The city council intends to put it in the reserve fund. City Controller Wendy Gruel found the Department of Neighborhood Empowerment had lax financial oversight and a substandard accounting system. Neighborhood Councils oppose the move and claim they were managing their money. Karen Marcus reports.

Family Sues Toyota Over Faulty Gas Pedal Noriko Uno was driving near her home in Upland when her Toyota Camry sped out of control to 100 mph, and she crashed into a telephone pole and died at the scene of the accident. Her son and husband are suing Toyota and urging them to recall Toyota's sixth generation of Camry.

Health Center Opens On Skid Row A new health center opened in downtown Los Angeles on Skid Row that will serve around 9,000 people annually. The Center of Community Health in Downtown LA opened thanks to a partnership between LA County, the Weingart Foundation and the John Wesley Community Health Institute. Los Angeles and State of California implement water conservation programs The LA City Council met today to enact Phase 3 of the city's six-phase water conservation program. Phase 3 will only allow LA residents to water their lawns on Mondays and Thursdays, from 9 a.m. to 4 p.m. The State of California also announced a $4 million dollar conservation plan with the Save Our Water Campaign.

ACLU releases report on mentally ill inmates, seeks LA County board of supervisors help The suicide of a detainee at the Men's Central Jail raises bigger questions about the county's jail system and its ability to provide mental health care. John Horton, 22, was found hanging from a noose in his cramped cell. Mental health services are drastically underfunded in county jails, and could be cut even further. “One” City initiative Mayor Villairagosa and his colleagues from the city aligned with volunteers and a Loyola Marymount University student group from the "One Campaign" to support a health and poverty initiative.
The mayor declared that LA was now part of the "One" campaign to fight against global poverty along with 136 other cities.
