City council was scheduled to discuss the three-year-old program that has produced countless arrests and citations of the homeless around downtown. And when people arrived at council chambers to line up for the public comment period, they felt less than welcome. At the same city council meeting, a new ordinance was passed handing the responsibility for cleaning up graffiti over to homeowners. We sent a reporter to city hall to hear what the Mayor says about the law that calls on local police to ask for legal papers from those they suspect are illegal. Students at USC rallied at the center of campus, and said the law will lead to racial profiling. You'll hear how that demonstration ended in a verbal fight between a supporter of the law and the protesters.
