ARN Live Show - November 18, 2008 President Bush declared parts of Southern California disaster areas after wildfires ravaged the region. But it's not just brush being burned by the flames - the firefighting effort putting a strain on the state;s already-scorched budget. But what it loses in the fire, the state will make up in budget cuts. California State University students and faculty are reacting to news that the school system will reduce next year's incoming class by 10,000 applicants to cut costs. And the LAPD - no stranger to tight budgets - receives a generous donation from a city councilman that will go toward testing the department's huge backlog of rape kits.
